    Two Petty Officers in Norfolk, Virginia (Jack Nicholson and Otis Young), are assigned a shore patrol detail to escort a naïve 18-year-old Seaman (Randy Quaid) to Portsmouth Naval Prison just across the coastal border of Maine.
